Traffic relief promised to defense workers at the Mark Center, which opened in August 2011 to house thousands of DOD civilians kicked out of leased space in nearby Arlington following the last BRAC round, arrived last week after the Virginia Department of Transportation opened a high-occupancy vehicle (HOV) ramp on I-395 in Alexandria. While the opening of the Mark Center did not disrupt commuters as much as originally feared, the addition of 6,400 workers in Alexandria has exacerbated congestion in the area. The reversible ramp will provide a direct connection for HOV drivers heading to and from the Mark Center, reported the Washington Post. Only buses and vehicles with three or more occupants will be able to use the ramp. The new ramp is part of a set of VDOT projects designed to ease congestion and provide easier access to the Mark Center. The final piece of the $76 million project is a pedestrian bridge over I-395, expected to open next month.State and local leaders had opposed the Pentagon’s decision to relocate workers to the Mark Center site due to its lack of access to Metrorail and accused the department of relying on flawed traffic data when it selected the location at the intersection of Seminary Road and I-395. Amazon Japan apparently isn’t directly selling Huawei’s products anymore. Kazuhiro Nogi / AFP / Getty Images The Amazon Japan store became the latest entity to ice out Huawei by removing all its products from direct sale, a Nikkei report said Friday.Despite the end of direct sales, Amazon Japan customers can still buy Huawei phones, tablets and PCs through third-party sellers in the online marketplace, Nikkei noted. The Chinese company’s devices were listed as out of stock for direct sale in the wake of the US blacklisting Huawei last week. President Donald Trump signed an executive order effectively banning the company from doing business with US companies or governments based on national security concerns over Huawei’s close ties with the Chinese government. In the US, Microsoft also reportedly removed Huawei MateBook laptops from its online store.Neither Amazon nor Huawei immediately responded to requests for comment.First published at 5:53 a.m. PT.Update, 6:23 a.m.: Adds more detail. $60 at Best Buy Lenovo 130-15AST 15.6-inch laptop: $210 (save $90) Though not technically a Labor Day sale, it’s happening during Labor Day sale season — and it’s too good not to share. Wait — no, I’m not. As much as I respect the original intent of the holiday (which became official back in 1894), to most of us, it’s just a bonus day off — one that’s blissfully tacked onto a weekend. So, yeah, stores; go ahead, run your sales. I’m listening. Perhaps unsurprisingly, Labor Day doesn’t bring out bargains to compete with the likes of Black Friday (which will be here before you know it), but there are definitely some sales worth your time. For example:We’ve rounded up the best Labor Day mattress deals. We’ve also gathered the best Labor Day laptop deals at Best Buy.The 2019 Vizio P Series Quantum is back under $999.Be sure to check out Amazon’s roughly three dozen Labor Day deals on TVs and audio. However, I strongly recommend paying an extra $50 to upgrade that display to FHD (1,920×1,080), because you’re not likely to be happy with the native 1,366×768 resolution. CNET A New York crime ring that allegedly stole hundreds of iPhones over the past seven years has been busted, according to Quartz. All told, the group reportedly got its hands on more than $19 million worth of the devices.Six people were charged in the case, which was filed by federal prosecutors in New York state in April. The complaint was just unsealed, according to Quartz. The felony charges range from mail fraud to conspiracy to identity theft. It’s not unusual for scammers to focus their efforts on Apple’s iPhones given the device’s high price tag, which can run as much as $1,450 per phone. Just a couple of months ago, a pair of Chinese engineering students studying in Oregon allegedly conned Apple out of hundreds of thousands of dollars by exchanging counterfeit iPhones for new ones. And last year, another New York group was nabbed for allegedly stealing more than $1 million worth of iPhones. The group that was most recently caught reportedly ran a scam in which some members used stolen identities to pose as cellphone subscribers. With fake IDs and debit cards they’d allegedly go to mobile phone stores across the US and say they wanted to upgrade their phones to a new iPhone. Then they reportedly shipped the iPhones back to the crime ring’s New York headquarters. People there would allegedly sell the iPhones on the black market. The cellphone subscribers whose identities were stolen ended up being charged for the upgraded phones, according to Quartz. The crime ring reportedly signed the victims up for monthly payments, so that they wouldn’t notice the charges right away. Court filings didn’t specify how many people were allegedly affected and how many phones were reportedly stolen, but in one incident 250 phones were discovered in dozens of packages being sent to New York. The crime ring was ultimately busted by an unnamed person who worked at an overnight shipping service and became suspicious of all of the packages being sent out of state that weren’t addressed to a physical business or home address.A trial is pending for the six people charged in the scam, according to Quartz. They all pleaded not guilty and were released on $100,000 bonds.Apple didn’t respond to a request for comment. reading • Scam artists reportedly stole $19 million worth of iPhones Apple

Rafael Henrique/SOPA Images/LightRocket via Getty Images AT&T met analyst expectations in its latest earnings report, even as struggles continued around the company’s U-Verse and DirecTV video unit. The technology giant added 335,000 phone users, the bulk of them coming on the company’s prepaid side. AT&T says it added 72,000 postpaid users, the more lucrative customers that sign up for its traditional monthly wireless service. By comparison, in the first quarter of the year, the company added 179,000 phone users, of which 80,000 were postpaid. Utilizing its deployment of FirstNet, a wireless network for first responders, AT&T says it has been able to upgrade its traditional wireless network and get it ready for 5G, which it plans to make commercially available nationwide during the first half of 2020. “The wireless side of the house, we’re feeling more and more confident every day,” said Randall Stephenson, AT&T’s chairman and CEO in a call with investors. Stephenson says the company has built out 60% of its FirstNet network thus far. The growth in mobile comes as its more premium DirecTV and AT&T U-Verse continue to shed users for its traditional satellite, cable and streaming DirecTV Now services. AT&T said it lost 778,000 premium video users, with an additional 168,000 users disconnecting from DirecTV Now as the company rolled out fewer promotions. AT&T warns that the losses could continue through the rest of the year as it still has 1 million users locked on two-year pricing promotions. Andrew Cooper/Sony Pictures Once Upon a Time… in Hollywood, Quentin Tarantino’s ninth film, is actually two stories. On the one hand, you have the odd couple of Leonardo DiCaprio’s Rick Dalton and Brad Pitt’s Cliff Booth. Dalton, an actor who’s seen better days, left his TV hit to make movies and has struggled ever since. Booth is his stunt double, driver, impromptu therapist and best friend. On the other hand, you have Dalton’s new neighbors: director Roman Polanski and his wife, actress Sharon Tate. Similar to what he did in Inglorious Basterds, Tarantino reinvents history here, imagining an alternate version of 1969 Hollywood in which Dalton lives next door to Tate on Cielo Drive, where the actress and three of her friends were famously murdered by the Charles Manson family.I was all in for the stylish homage to Hollywood’s golden age. I just wish it didn’t also have to be a horrific real crime with the full-on, blood-spattering Tarantino treatment. I should say up front that I’ve never been a Quentin Tarantino fan. I found both Reservoir Dogs and Pulp Fiction violent and uncomfortable to watch. Watching Kill Bill: Vol. 1, I wanted to leave the theater because I was disgusted by all the blood and explicit acts of violence against women. I never bothered with Vol. 2. I’m among those who think Tarantino’s time may have passed and never understood why he was so revered. So I was ready to hate Once Upon a Time… in Hollywood. In fact, I liked it, though I have some quibbles. Not the least of them is that at 161 minutes, the film would have benefitted from being shorter and tighter. Basically one movie instead of two. Quentin Tarantino, Leonardo DiCaprio and Brad Pitt on the set of Once Upon a Time… in Hollywood. Andrew Cooper/Sony Pictures There’s already a lot going on in a film with two very strong leads. One (DiCaprio) is going through quite the midlife crisis. The other (Pitt) is just trying to scrape by. On top of that, you have an ensemble with so many famous names it’s hard to recall them all. We’re talking the likes of Al Pacino, Dakota Fanning, Kurt Russell, Luke Perry, Rumer Willis, Bruce Dern, Scoot McNairy and Lena Dunham.Margot Robbie in Once Upon a Time… in Hollywood Andrew Cooper/Sony Pictures With so many characters popping up, Margot Robbie doesn’t really have much to do as Sharon Tate other than stand there with perfect blond hair and exquisitely sculpted legs. She’s flawless throughout the whole movie, with one exception. In Once Upon a Time… in Hollywood, Tarantino lets everyone know that even gorgeous women snore. Actress Margaret Qualley gets a similar superficial treatment. She plays Pussycat, a member of the Charles Manson family with a penchant for hitchhiking and flirting. She has a scene with Pitt’s character that is quite cringe-inducing. Not only because she looks like a teenager and he’s well into his fifties, but because at one point she offers him oral sex while he’s driving. But let’s talk more about what I liked in Once Upon a Time… in Hollywood. Longtime Los Angeles institutions (and their neon lights) make an appearance: among them, restaurants Musso & Frank Grill and El Coyote, the landmark Capitol Records and theaters Cinerama Dome, Bruin and Pantages. 77 Photos 2019 movies to geek out over Endless cameos and historic references will seduce any film and TV buff. Mike Moh plays a cocky version of Bruce Lee who says things like, “My hands are registered as lethal weapons.” Damian Lewis plays a blond-but-not-cool-enough Steve McQueen. Director Sergio Corbucci’s name is shown some reverence. There are countless references to spaghetti westerns (the title of the movie being one of them). People are glued to their TV sets to watch Three in the Attic, The Man from U.N.C.L.E. and The F.B.I. Our protagonists’ pasts are re-enacted as little flashback sequences perfectly interwoven into the action, and Tarantino has a lot of fun with the format, especially with Dalton, as we get a glimpse of his work as an actor but also how it could have been. One standout sequence shows the ending of The Great Escape with DiCaprio’s Dalton playing McQueen’s character in a way that made me want to watch The Great Escape for the umpteenth time. In another sequence, we see Dalton as a performer lashing out in the funniest way because he can’t remember his lines. Then there’s Pitt, whose cool Cliff Booth is arguably just as objectified as Robbie’s and Qualley’s characters. He has a shirtless sequence on top of a sunny roof where he doesn’t have any reason to be jealous of his very ripped and younger Fight Club self. There’s much more to say about Once Upon a Time… in Hollywood. The camera moves masterfully. The soundtrack is catchy. There’s some sort of shoe and foot fetish going on. A conversation between Dalton and a child actor is both hysterical and raw.Be sure to go see the movie the way the director intended you to see it: in 35mm. I just hope you’re luckier than me and your theater has more than one projector, like the charming little theater I saw it in has. Otherwise, prepare yourself for a pause every hour or so as they change reels. Or just take that opportunity to stretch your legs. Did I mention this is a 161-minute movie? Bill Walker’s proposal to expand and reform Medicaid.Download AudioHouse Finance Committee co-chair Steve Thompson said he’s concerned with whether thousands of people can be added to a system he calls broken.Senate Health and Social Services Committee chair Bert Stedman says he thinks that financially it works in the state’s best interests to go ahead with expansion and reform. If expansion doesn’t pass, some believe Walker, by law, could seek authority from the Legislative Budget and Audit Committee to accept and spend federal money tied to expansion and that even if the committee disapproves, he could move forward.A Walker spokeswoman says the administration is focused on working with lawmakers.
Keith Meyer took over as the new president of the Alaska Gasline Development Corp. in June 2016. Photo courtesy of AGDC.The state is considering a dramatically different approach in its effort to build a natural gas pipeline. After more than two years of working with the big three North Slope oil companies, state officials are proposing Alaska take a larger stake — or take complete control of the project. And that plan is raising some eyebrows.Download AudioThe Alaska LNG project, as currently planned, is massive. People working on it call it a “gigaproject” — a giant gas treatment plant on the North Slope, an 800-mile pipeline down to Cook Inlet, and then a huge liquefaction facility in Nikiski — all to fulfill the decades-long dream of tapping the state’s gas reserves and shipping it to market.Estimates have pegged the cost at $45 to $65 billion dollars.Under the current plan, the state would split that cost with its three partners: ExxonMobil, BP and ConocoPhillips. So the question becomes: if the state takes full ownership, who would pay?Keith Meyer is the new president of the state-owned Alaska Gasline Development Corp. He said, not Alaska.“Just because state owns more doesn’t mean it has to invest more,” Meyer said. The idea is to bring in outside investors to finance the project — anyone from customers in Asia to large pension funds.“It is an infrastructure project,” Meyer said. “If we do this correctly, and put some good contracts in place, this will be very attractive to infrastructure funds and investors.”Meyer said the new approach was prompted by discussions with the state’s partners this winter, when the three companies indicated that with low oil prices cutting into their cash flow, they might not be ready to move ahead next year as planned.Asked Meyer if any company wanted to pull out entirely, Meyer said, “Pull out, I would say no. Change the pace of investment, yes…But everybody, without exception, wants this project to happen.”But the administration sees any delay as potentially fatal.Right now, the LNG — or liquefied natural gas — market is over-saturated, with prices a fraction of what they were a few years ago. Many analysts predict that oversupply will subside by the early 2020s.When it does, Meyer said, the state needs to be ready, or competing projects will fill the void.“We need, as a state and as a project, we need to hit that window,” he said. “We need to be in service in that window.”But the idea has its skeptics.“A lot of people get hurt jumping through windows that aren’t open,” said Larry Persily, an oil and gas advisor to the Kenai Peninsula Borough and longtime observer of the state’s pipeline efforts.Persily said there is some consensus there will be more demand for LNG early next decade. But it’s impossible to say exactly when — and for the state to focus on that window may not make sense. And, Persily said, while many LNG projects do bring in outside financing, the sheer size of Alaska’s project makes that approach daunting.“If you’re looking at $30-, $40-, $50 billion of investment to go out and raise in the market for an LNG project,” he said. “That would be the largest LNG project financing ever put together in the world.”Is the state capable of marshaling that kind of effort? That’s the question raised by Anchorage Republican Cathy Giessel, who chairs the Senate Resources Committee.“The most obvious and first concern is how do we afford it?” Giessel said in a phone interview Wednesday. “The secondary concern is, who has the expertise to step into a greater role?”Giessel said she doesn’t believe that either the Alaska Gasline Development Corporation, or its citizen board, have the experience to oversee a project like this. And she says she doubts the Senate would support the plan, from what she knows of it so far. That’s not much — Giessel said the administration hasn’t shared any details with lawmakers. As for companies, ExxonMobil, BP and ConocoPhillips all replied to questions with brief emailed statements. Exxon and BP wouldn’t discuss their negotiations with the state. But ConocoPhillips confirmed the administration has floated the idea of a state-owned pipeline.“We can confirm that the State has proposed a state-controlled project and conversations to better understand the proposal have begun,” spokesperson Natalie Lowman wrote in an email. “Regarding our perspective on these conversations, right now we are evaluating all options.”
